Rainmaking refers to the act of attempting to artificially induce or increase precipitation, usually to stave off drought. It takes two basic forms:

In some societies, rain dances or other rituals have attempted supernaturally to increase rainfall. Though there is no scientific basis for the belief that this worked, the rituals are surprisingly persistent, with the Romanian ceremony known as paparuda continuing to the present day.

Since the 1940s, cloud seeding has been used to change the structure of clouds by dispersing substances into the air, potentially increasing or altering rainfall.

Yes, of course. Let's examine the definition of rain: Water that falls from sky. Go on top of the roof and poor some water onto the ground. There you go.

On a more serious note: I've heard of experiments where they flew into clouds and released a chemical that made the water molecules in clouse condense into water and fall from the sky more easily. As I understand it, that could be used to bring much needed water to agricultural areas where water is sparse.

Well yes and no. Rain can be induced by "seeding" an existing cloud. This usually involves disbursing a cooling agent which starts to precipitate the water vapor from the cloud. But if their is no cloud you can make rain.

Some places are expermenting with "cloud seeding" releasing water vapor into the air in mass to create artifical clouds which then will produce rain.

Think if they added flavors or scents to the vapors. Then when it rains it could be like strawberry water from above!
