According to my parents (who were there a few years ago) Most use the local language because they used to have to use Russian and now are going back to their old language because they don't have to use the Russian anymore. I don't remember what it is called though. But most people do know Russian.

Latvian is the official language of Latvia, part of the very small language group known as "Baltic Languages." But it is true that many people in Latvia speak Russian, in the capital Riga the split is about 50/50, I believe.
