If you cannot afford the newest Corel software, try to look in eBay for older versions. You can find dirt-cheap 9 or 10 versions over there. PhotoPaint has not changed that much from v10 to X3.

I just bought Photoshop Elements (a cheaper version of regular photoshop) for $60 at Costco 2 weeks ago. You'll probably have to take some time to go through the tutorial still. I love it though!

If you already have Adobe, I would learn how to use it, nothing else is better. Just use the clone stamp and vary the opacity until you get a good result. Or use the healing brush if you have a version with that.
Picasa is free, and I hear people like it, I have never seen it.

Photoshop!! All professional photographers utilize this software. You can contact the company and say you would like to test out the programme for your business to see if it works best for you. They'll send you the basic version and there you go!
Photoshop 7 can be downloaded to numerous copies because they hadn't prevented multiple downloads yet. Find someone with that programme get them to burn in to disc for you. I've got it and it works like a charm.

Try The Gimp... it's good and it's free. It's not as good as Paint Shop Pro or Photoshop, but good.
