Chihuahuas are recognized as the smallest breed by the AKC, and should not weigh over 6lbs. There are certain dogs in other breeds that will not grow to be as big as some Chihuahuas, but that is only a few select dogs in a few select breeds(like a Yorkie runt, for example). The Chihuahua is recognized as the smallest. You can look up the description of a Chihuahua at the AKC website, and it states right on there that it is the smallest breed.

Chihuahuas are traditionally the smallest breed of dog. You can get a "designer" chihuahua called a tiny teacup chihuahua that is about half the size of a regular chihuahua, but be aware that it's not an actual separate BREED of dog, and those tiny dogs often have massive health problems as they were bred specifically for size and not for well-rounded personalities and good overall health.

I would say Teacup breeds. The Chihuahua is the oldest breed on the American continent, and the smallest in the world(www.teacupspuppies.com) My mother-in-law has a Teacup Chihauha she is so tiny I think she is under 5 pounds. My cat is twice the size, but she thinks she is a watch dog and growls and barks at strangers.
