You should receive the funds on Feb. 2, 2007 yet don't count on it 100%. There could be a delay, such as you accidently entering the wrong direct deposit information or your bank not properly crediting your account.

Wow, that was confusing. I work at a bank, so here is what I can tell you from this end. If it says "scheduled to be direct deposited on 2/07/2007, then check your balance on that day to see if it has been deposited. If you do not see a difference in balance, it may still have been sent, but simply not posted to your account yet, for this reason you should contact your bank to verify that the funds have been transfered. If they say that they have not, then contact whomever you received this message from, and tell them that it has not been received.

I think that means that it will be sent ON February 7, not sometime before. I hope this helps.

It means that your bank may play games with direct deposits. Paper checks that are deposited may not credit your account until 5 days after the deposit. Some banks also apply this rule to electronicly deposited funds.

PS. They make money on the interest they get in the mean time.

Depends if the government is wiring it or transmitting via ACH. If ACH, they may send it today to be received tomorrow. If wire, then tomorrow.

They mean to tell you that they will be sending it on or around 2 Feb but you can't contact them before 7 Feb if you do not receive it or isn't posted to your account (you can, however, contact your bank and try to track it- if you have a specific amount- and just tell them it's from the Treasury Dept.) bec. you have to allow some time. They will investigate after 7 Feb but not beforehand.
