The Time Warner Building overlooks Central Park; the restaurants there have views, and, there are benches inside this "mall" that are in front of huge windows that overlook the Park.
There is a great view if you cross the Brooklyn Bridge - Brooklyn to Manhattan - a fantastic view of the Skyline. Every seat in the River Cafe has a view of the Skyline.
For a great ground level view, take the bus on Sixth or Eighth Avenue (or an eastside bus) uptown and the Fifth Avenue bus downtown. If you take the Q, B, D or F train, Manhattan to Brooklyn or vice verse, these trains go over the bridge and you get a good look at Manhattan; you can see the South Street Seaport (also a place with a great view). If you look down from the train, you see the busy streets of Chinatown. The number 7 train is elevated, so you get look at Queens. The B, D, F and Q trains are elevated and go through Brooklyn.

The Brooklyn Promenade located in Brooklyn Heights offers a great view of lower Manhattan and the Brooklyn Bridge. The South Street Seaport in Manhattan offers a great panoramic view of the Brooklyn Bridge. But the Promenade is the way to go.

Hoboken, NJ right over the Hudson river offers some of the most spectacular views of the Manhattan skyline...its really neat from several of the hills there.
