Bipolar Disorder, most basically, requires at least one manic episode. This must include at least 4 of the following:
1) inflated self-esteem or grandiosity
2) decreased need for sleep
3) more talkative or pressured to talk continuously
4) flight of ideas or racing thoughts
5) distractability
6) increase in goal-directed activity (sometimes sexually)
7)excessive involvement in potentially harmful activities (sex, drugs, spending sprees, etc.)
This has to last at least a week or involve hospitalization. It has to affect daily functioning (obviously) and can't be just a result of some substance that induced the mental state.

There is plenty of information on the web, in book stores and in libraries about bi-polar. It is also know as manic-depression.
There are different types of bi-polar and different people are affected in different ways. Most people with bi-polar lead very productive lives. However some people with bi-polar get very ill on occasions.
Bi-polar involves different types of mental states: Depression and mania (or manic episodes). The depression can be mild to severe and the mania can be mild (hypo-mania) or severe (hyper-mania).
The depression and mania alternate in a person with bi-polar. So a person can go from being depressed to feeling relatively 'normal' to being manic. The time this takes to alternate is different in each person and can happen daily or it can take years to change state.
The depression and mania could be considered opposite ends of the spectrum of mood.
Depression involves a lack of energy, low mood, low self esteem and a lack of positive emotions. Mania involves an elated mood, excessive self-confidence, loads of energy and sometimes delusions of grandeur (thinking you are invincible or far more important than everyone else around you). However mania can also bring with it excessive agitation and anxiety which can be very distressing.
It is possible for most people with bi-polar to lead very successful lives, but it is important to have plenty of support and the right medical help.
Bi-polar is treated successfully with different types of medication.
This is a simplified answer and bi-polar can be a complex condition to live with or to understand. It is important to seek medical advice for this condition. Many ordinary people suffer from bi-polar and, if you have it, it should not stop you from doing the things that you want to do in life.
In the UK, bi-polar is considered to be a mental illness, just as clinical depression is. The different catagories of bi-polar are: 'bi-polar 1' and 'bi-polar 2'. It is important to know which one you are talking about because they are different and involve a different approach to treatment. There may also be a 3rd catagory of bi-polar, which is not clearly defined in the medical establishment, which involves mild depression alternating with a mildly elated mood. A person with this condition might be seen in as having mood swings.. this might also be a precusor to bi-polar 1 or 2.

Like for instance one minute a person is happy as hell and then the next minute they go off and are extremely mad. Like a person has split personalities in an instance. <--- My definition
Bipolar disorder is also known as manic-depressive illness. It causes dramatic mood swings—from "high" feelings of extreme euphoria or irritability (mania) to hopelessness (depression).
