It is to keep them warm, it works just as good as a blanket, and can't be ripped up. I would use straw though, it is much cheaper, especially in these "days of the expensive hay." Change it when the dogs either pull most of it out by getting in and out of the house, or when it gets soiled. I would put it in year round because it provides a soft bedding.

You can use straw (rather than hay) as bedding for a dog in a kennel, just as you would for a horse. I did this for a dog I owned who was outside during the day (inside when I was home at night). He would tear up regular dogs beds placed inside his dog house, so I used straw instead. I would change it when it would get matted or dirty or if for some reason it got damp. I also used straw in his potty area for awhile but later found that pine shavings worked better.

It is used to help them stay warm and it also absorbs moisture from the ground so the kennel won't get so muddy. Buy a bale of hay at a feed store, it's very cheap and your rotts will appreciate your care. Good luck.

At my house we use wood chips - you can buy big bags at like Wal-Mart in the pet section! Provides warmth for the dogs if they are outside. Should replace straw/hay once a week or so. Unless it is soiled or wet of course.

I don't put hay in my dog's kennel, I use straw.
Dogs love to curl up in it and it keeps them warm.
Change it whenever it looks to be getting wet and packing down too much.

So that the floor of their kennel isn't freezing cold.

Straw is better but OMG it will still hold the urine smell.
