You are likely pulling your vest down after putting it on. It is meant to ride up high on the chest. You want it to stop the bullets headed toward your chest...not your gut. Either that or it was not propery fitted to your body.

you said it "rides on my duty belt". Body armor is not supposed to ride on your duty belt. When standing, you should be able to get at least two fingers between the bottom of the vest and your duty belt. If not, it will bunch up when you sit in a chair or your cruiser. It sounds simply like your vest is too long. Contact your factory rep and see if it can be sent off and trimmed at the factory.

Change from your current vest "holder/cover" to one that has "tails" that can be tucked in!

Check with your distributor who can obtain the cover at a very reasonable cost unless your agency provides for your equipment!

Best wishes!

Are you talking about the kelvar part or the circled piece of cloth. If its, the cloth, tuck it under your underwear and use the elastic waistband to help hold it down. If its the kelvar part, not much, just let it rest of top of the duty belt, good luck and be safe.
