It is also inappropriate for men to do so. Many men who do this probably were not raised right.
The difference for men and women is that it is much easier for men to do this because the area is much bigger and it makes it easier to do without the man having to reach in there.
In a woman's case usually they have to reach inside and to do this they have to raise their skirt or open the skirt or pants.
Paris Hilton is a fine example, I have no idea how many pictures of this ......... (fill in the blank) have been taken with her hand down her bikini bottom knowing very well she is being photographed.

It's not proper for men to obviously adjust their privates in public.
But let's not forget that men have an external package and it sometimes feels pinched or restricted in their pants - such as when they have been sitting or driving for a long time. Anytime you see a man put his hands in his pockets and shake his slacks/jeans/shorts, he's not just jingling his coins.
However, unless he's in severe pain, adjustments should be made discretely.

I haven't seen any men do this. Men think it's ok for them to do it but not women. Just like a lot of other things.

some guys have it big some have it small .my balls always swing from side to side and sometimes get out of place. so i have to adjust them every once in a while.
