Canon Law states:
Pastors of souls are to take care to dissuade youth from the celebration of marriage before the age at which a person usually enters marriage according to the accepted practices of the region. (Canon 1072) http://www.vatican.va/archive/ENG1104/__P3W.HTM
This means that the minimum age will vary according to the customs and law of the area.

The sooner, the better. Marriage in the Catholic Church tradition means having kids. You marry to have a family. So, the sooner you get married, the more Catholic children you will have.
The more Catholics in the world, the more power and money the Vatican will have.
