The tunnels near San Diego are probably the best route. Nobody patrols them on a regular basis, and the U.S. Government can't seem to spare the money to close them up.
Any other place on earth, tunnels of this type, under borders, are considered invasion routes and possibly constructing them is an act of war.
But in the U.S., the authorities just wink and shrug.
Contact your local drug smuggler, terrorist cell, or coyote. One of them can steer you in the right direction, for a price.

What? They don't need visas! They can just walk across the bridge at Progresso or Brownsville . No problemo, Senor. Just make sure they have their own mops and buckets and are ready to work.... we can't provide their supplies, too.

I don't think you can. Unless you load them all in a bus and drive like crazy over the border, dodging the bullets and razor wire. Might not be worth the hassle.
