Ad God's purpose was to demonstrate his superiority over the Egyptians gods, summoning locust made since. It placed him over the insect god. Summoning machine guns would not have made sense. There was no machine gun god. Plus, since the purpose of the locust was to destroy the wheat crop, they would do a more effect job then machines guns.

God is smart enough to know the right thing to use.
