You may need one. It depends on which country you originate. Having a UK settlemnet visa does not automatically qualify you for visa free travel around Europe.

Not always, you may be able to travel within the Shengen area.
That is the group of countries that have removed all border controls. Includes France, Belgium, Germany ,Holland , Luxembourg etc. However the 'rules' are changing all the time and are different depending on your country of birth and if you are travelling in a recognised group etc etc.
You are best to check with either the passport office general enquiries, or contact the UK embassy of the specific country you wish to travel to. It is also advisable to check with the foreign office in case by leaving the UK you violate the terms of your visa. There may be limits on the number of days you can be absent from the UK.
