Anyone who has taxable income that exceeds a certain level. That level depends on your marital status and age. The easy way to find this out would be to go to the IRS website at www.irs.gov and look up the instructions for Form 1040-2006.

And don't forget to report an embezzlement money - it's in the tax code too - I'm not making up this junk. (I'm not saying that anyone has embezzled any money.
