No anesthetic used. He was in as out patient and walked out 20 min. later.

If you were in the OR and required anesthesia, I think that is considered a surgical procedure.

I wouldn't think so, that sounds more like a procedure than an outpatient surgery. It also depends on how the doctor billed the insurance, if they said it was an outpatient surgery I think you would have to get back with the doc and ask why it is considered surgery. Good luck.

They are the law. They can do whatever it is they please. Sad but true.
