Are you using a custom keyboard - like Microsoft Natural?

On mine you have to quickly turn on the "Function Lock" key in order for the function keys to work at boot-up.

Close all open programs.
Click Start, Run and type MSCONFIG in the box and click OK
The System Configuration Utility appears, On the BOOT.INI tab, Check the "/SAFEBOOT" option, and then click OK and Restart your computer when prompted.
The computer restarts in Safe mode.
Perform the troubleshooting steps for which you are using Safe Mode.
When you are finished with troubleshooting in Safe mode, open MSCONFIG again, on the BOOT.INI tab, uncheck "/SAFEBOOT" and click OK to restart your computer

Once the XP logo shows turn the computer off before it completes loading windows.

When you turn it back on it will go to the menu screen where you can start in safe mode.

It depends what kind of keyboard you are using? it's usb keyboard or PS/2 keyboard? Can you go to BIOS setup by that keyboard? if you can go to bios setup than probably you can go to safe mode by pressing F8 key. It happens mostly when your computer board is too old and in hardware level it will not support usb keyboard.

Just pressing F8 won't do the trick, you need to repeatedly and rapidly tap it while boot is in progress.

You might have to tap it constantly as you are booting up. It's a thing that requires timing, remember this is Windows. ;)
