Depending on your own beliefs and what beliefs you want to pass onto your children you can say "it's a special way for mommies and daddies to love each other" or "it's how god chose for mommies to have babies" or it's something special grown-ups can do together". Don't worry, you'll get more chances to explain in detail later! Try to not get "weird" talking about it or they get scared.

Tell him the truth! You don't want to have to go back and 'fix' the fairy-tale later on. Just give them the basics. If they want more info, they will ask you for it. You want to make sure they feel open and confident enough to come to you with any question.
