You should be able to buy a car without a license to drive it, however when you go to transfer the title or register it with your county you won't be able to without insurance and proper identification, ie(drivers license) maybe a birth certificate would suffice You may not be able to get insurance without a full driving license, or cannot afford it. When someone is not allowed to buy something that they have the money for, it generally has to do with health concerns such as cigarettes, liquer, drugs, weapons, (a car can be a deadly weapon), controlled substances. Prescription drugs comes to mind, you may not buy them without a doctors prescription.
A scenario would be a person that cannot drive due to any number of reasons wants to buy a car and have a someone else drive it for them. Why not ?

I think so, so long as you are accompanied by someone over the age of 21, who has held a driving licence for more than 3 years at all times whilst driving. Also, it will be incredibly expensive to ensure.

If you pay cash and have shipped to your driveway. You cant get financing without insurance and cant drive it. What is a provisional license? did you get caught driving drunk or something?

In New York State, yes. My Grandmother never had a driver's license of any kind, but she owned the car that my Grandfather drove. (I think her credit was better than his for the car loan.)
