Now this is an interesting question. Without more information to go on, i.e., what might you be referring to ? Humans? Plants? Computers? Nature? I suppose the only thing to do is give a broad commentary. I know that all life forms can show creative communication. I question Nature and Astrophysics, being mathematical, formulaeically, but where there is creative thought and a desire to express that thought or connect with another living creature, there is creative communication. I understand that for those working on AI (artificial intelligence) there are new discoveries of electronic creativity, and certainly in the field of Science, any lab worker knows that testing several samples can give several different outcomes, all through a form of creative expression.
I work with students with disabilities, many of whom are non-verbal. We must explore daily creative paths to allow these challenged persons to express their hidden thoughts, wishes, dreams and needs. We use writing, art, sign language, behavioral analysis, speech analysis, gesture, pantomime,augmentative communication devices, and a myriad of electronic devices hooked to the maybe one or two parts of their body where they have good volitional control. These examples, to me, are what I think of when I hear "creative communication."
I understand that all animals of nature communicate in fascinating, intelligent ways:
bee drones alert each other if the queen is in danger by changing their behavior & humming pitch, many bird species change the color of their feathers, beaks, or skin when aroused or excited....There are countless ways that lifeforms use creative communication to stay connected to their own 'networks,', if you will. Keep asking investigative questions like this. They are good for us all to ponder!

The attempt to create an image that the 'receiver' thinks is their own idea.
It is used very successfully in two specific ways you may have heard of.
1/ Pressure selling when the salesman/woman gives you the 'hurry up' and is trying to make you feel you are missing out on a terrific opportunity that will give you Kudos (street cred) if you buy it.
2/ The other is using a link of words that imply a certain result without actually saying anything specific. Used a great deal in politics in response to questions. So that the questioner must use speculation in their article as the facts are being clouded.
You could say Tony Blair's speech to the house of commons before the Iraq war (2ND) started was an exercise in creative communication. Many who heard this speech believed that there was a lot of information in his possession that he just couldn't pass on. However, he never said that he had not told parliament everything.
So he can say quite truthfully he never lied, but others feel the tennor of the speech was delivered in such a way as to leave no doubt that there was damming evidence linking Iraq and Saddam with weapons of mass destruction. Of course there was, but it had all happened years ago (Gas attacks on Iran and Iraqi Kurds in the North etc) where as those listening thought he meant he had lots of new information. He never said he had so his words allowed people to imagine they had heard him say that and take ownership by voting for the war.
This is a normal tactic in politics which is about persuading people to believe you know what you are doing and that they should support you. Had any nasty weapons(even 1) been found T.B. would have been vidicated.
It seems though that Saddam was a better liar then even they gave him credit for.

I think its what agencies do so they can charge you quite a bit of money for it! I guess really its the clever stuff thats integrated (so you can do it in direct mail - online etc).
