A water aspirator pump works when water is forced at high velocity thru a nozzle. At the smallest part of the nozzle a vacuum is created.
There is a hole in the side of the nozzle where a tube is fitted. The vacuum draws fluid up thru the tube , it mixes with the high velocity fluid and both discharge at the nozzle exit.
What is happening is that pressure energy is being converted to velocity energy. Since energy is generally conserved, when the velocity energy goes up, the pressure energy goes down and the pressure is reduced from what it was in the beginning. The difference in pressure between the high velocity nozzle throat and the still surrounding atmospheric pressure causes the flow.
These devices are commonly used to pump up spills or to transfer water from one place to another. Some deep well pumps work on the same principle. The pump has to be deep in the well because there is a limit to how far you can suck- up water. You can "push" it a lot higher.
On some cosmetic aspirators a squeeze bulb is used to get the air moving. The drawn-up perfume sprays out with the high velocity air.
A common shop-vac-type device is a chamber with an electrical driven blower mounted on top. The inlet to the blower is in the chamber. There is a filter to keep debris out of the blower. The blower creates a vacuum in the chamber and a hose is attached. It is just another kind of vacuum cleaner.

Babies are definitely expensive creatures! Let's see if I can help with a rundown, though prices may vary depending on where you live and the brands you choose. I am going by what I spend, so give or take maybe 10 - 20.00 Diapers ( I use Pampers or Huggies, though Luvs works great too) 30.00 - 40.00. Get the big boxes if you can find them. When my son was a newborn he went through about 10 - 15 diapers a day. Wipes (again, pampers or huggies, but I really really like the Luvs - they're so soft!) 3.00 for a tub and get a box of refills ( 10.00). It is much more cost effective to use refills than to constantly buy tubs. Formula (depending on what you choose - and the store brand at Wal-Mart is just as healthy as the name brand, according to my doctor) Name brand is about 20.00 - 25.00 a large can and you will be going through them at a good rate of a can- can and a half every other week or more during a growth spurt. Diaper rash cream - I use Desitin, maybe a tube will last you about a month - two months depending on the baby's sensitivity. They are about 4.00 a piece. Since it is summertime, you will probably be able to get away with onsies for clothing, but infants grow super fast, so make sure you have enough money on hand to buy more clothes. Don't forget the burp cloths and pacifiers if she takes one. I am guessing about 130.00 a month at the low end, because there are so many things that just kind of pop up that you need to get. It's a chamber where a vacuum is created by an air pump sitting on the top of the chamber. The vacuum created in the chamber pulls the liquid through the hose which will be stored in the chamber itself. The liquid will be at the bottom of the tank so the air pump is not touched by it and can still function.
