If your dog is off his kibble, feed him boiled chicken or hamburger with rice for a few days.Once his digestive tract has settled down, slowly introduce him back to a high quality, well balanced kibble. A well balanced diet will make your dogs body and immune system strong. Good luck!
.....milk & oatmeal has no meat content and very little nutritional value for your dog

First, stop feeding milk and oatmeal, this is not a balanced diet and dogs lack the enzyme to digest milk. This alone may be why he is vomiting. If the vomiting started before feeding this, than you need to have an x-ray taken, something else is likely going on. If your not comfortable with your vet, than get another one. If you are feeding a properly balanced diet, there is no need for vitamin supplements. And the best way to make the legs "stronger", just like people, is excercise. More food will not affect his strength, just his weight.

Feed him DOG FOOD! Dogs can not digest cow's milk. That is why your dog keeps vomiting. What you see that looks like phlegm is probably bile. That is a sign that your dog's tummy is upset and he is completely emptying it.

Tell the vet what you have been feeding your dog and ask him for a recommendation for a QUALITY dog food to feed. Do NOT give him vitamins without consulting your vet as to which woul dbe appropriate for him.

Ok, no milk please, they can't digest it which i why he's throwing up. Feed high quality food such as Nutro or Authority, and it will have all the necessary ingredients and vitamins to make him strong. He sounds emaciated to me if he is weak. Try a new vet, since you say the last vet gave shots without looking at him and he sounds too weak to be given shots right now. If you can't afford to feed anything other than milk and oatmeal, please find him a new home.
