It's saying that you are in france and that, if you are required to have a visa and you are not in posession of authorisation of the right to enter any of the surrounding countries (belgium, spain, netherlands, portugal blabla) then you are required to declare your entry to the next Official Person.
Something to that effect, it's hard to read around the cr*p on it.

Use google languages and you can change pretty much any major language into any other and translate whole pages - it's not 100% perfect - but it's normally close enough for you to get the idea!
