Enough of it smothering the plants, could reduce photosynthesis. Also, depending on the type of stone it could change the Ph of the soil and affect the delicate balance of the species there.

I suppose it depends what they're quarrying and if it's different from the bedrock of the heath. If it isn't, then I don't see that a bit of dust would adversely affect the heath plants.
I could be wrong though. I often am, it's a good way to learn stuff.

quarry dust forms like a blanket over vegetation thus smothering it from the rays of the sun

Any dust is bad on plants, it reduces the amount of photosynthesis they can do. U could wash it off with a fine sprinkler.
