The best way to learn a second language is to immerse yourself in that language. You have to do more then SPEAK English, you have to THINK English. So when you study, make sure to think in English too, and not just in your native language. Also, try to get some people around where your at that speak English to help you out. Like go try to strike up a conversation with some friendly looking person and see how far you get. I have to be honest though, most English speaking people don’t speak fluent English but more of a bastardization of the language. That means, when you talk to different people in English, you are likely to get different types of English spoken by the different people. But that will just give you a broader experience. Good luck!

I taught English in S. Korea .... and the only way to become fluent in English is practice ...every day speak, listen , read or watch English television .. when you make a mistake and someone corrects you ...write it down ... writing it down retains it in your mind better .... then consciously apply that one lesson every time you can ...so you cement it in your mind and go on to the next mistake ... but it will become easier if you are living in a country where English is spoken ... Remember English is not just a language but a Culture and that Culture is different in America verses England or Ireland or Australia or even Canada to a small extent....
Learning the culture helps you understand the language better. It helps you understand why we say what we say and when we say it .... There is a lot of slang and each generation brings with it a new language .. And some of that language sticks so the English language is ever evolving .... But start at the basics and when you have that down .... move on to the slangs and idioms.

I hope that helped .... just practice, practice, practice ... and good luck if you want a teacher let me know ..smiling

Best way is either go to a country where the language is spoken, enroll to classes and meet people, get into the culture, read in that language, and then start thinking in that language. This transition is the most difficult one because we tend to translate from our language to English. One more thing, the use of the modals in English (do, should, would, could, etc.) makes the language so easy that when you start speaking and consider yourself bilingual, you look back and realize that..By the way, you can also consider marry an English speaker, and you can always pretend you don't understand something.... ....when it's convenient!
