Hi there...cats do this because this is instinctual to mimic the bird-like chirps to draw in the critters, but cats also do this when they are very excited beyond belief when they spot something that piques their curiosity.

I read in a book about cats that their jaws "chirp" because they're mimicking the act of eating the birds.
I know it's not as pleasant a thought as them trying to "talk" to the birds, so let's just pretend that's what they're doing...

It's called chattering. Not all cats do it, but it's an instinctive behavior when the cat is excited and in predatory mode. The equivalent of smacking their lips in anticipation of a fine feast!

They may want to eat them. Or they could be trying to talk to them. My kitty does this too from the couch. There is no way those birds way up high in the sky flying over the house can hear her,,,through the closed doors and windows LOL

They are trying to lure the birds closer. My cats were just doing that this morning when I left for work. It sounds so funny.

lol! my new kitten does it as well. there is a nest right by my living room window so she is always on that sill. I have had cats my whole life and have NEVER figured out why they do it...but it sure is funny to watch them!
