What are "Optimum Steel frame designs" and which factors affect on Optimization?

I want to fully understand about Optimum design of multistorey steel frames in strcutural designing.Why do we need optimization and which factors can affect it?And how can we use those factors to optimise our structure?

We need to optimize to ensure we don't have a structure that is too rigid, too heavy or light, or accidently creating improper stresses in some areas that can affect the whole structure. An example is floor plates and how loads in one area might cause the next area to bow upward... not good from a structural stress stand point.

We can depend on the dead loads. We optimize to ensure the live loads can be handled without any problems, whether there are a lot of variables or none.
