Which cad program?

I need to put a scaled floorplan over an image from google earth. I have tried using paint shop pro and the results are not good enough just drawing then lines in. I need a good easy to use cad program that isn't too expensive and is powerfull enough to do what I want. Any suggestions would be most welcome.
