Of course they can!
Even a Community theatre has a right to decide what shows they put on. And they need professionals to put the ideas together, you can't just randomly submit an "idea".
It might be a good idea to have a look at some local amateur theatre groups if you fancy being in something, or a course in scriptwriting if you want your ideas to reach fruition.

I'm sure it can if the show ideas are in contravention of what the public theatre stands for, or if the idea would be impracticable or too extreme or political in one way or another...
of course, if there's no reason to refuse i'm sure the directors wouldn't, after all the public is the boss of all public service providers and even theatres i think kind of fall into that category.

I believe they can refuse anything they please!
Just l;ike schools that are "not for profit " they all have a board of directors that they answer to and THOSE people are the ones that have agendas and deciding factors in everything. You want to be heard .... adress the board of directors. Find out who is in charge and who they work for. get your organized and have a good presentation of not only your ideas but list reasons why it would benifit THEM and the public. They might refuse a good idea but a great presentation will leave a lasting impression! Not just for you but for your cause!!!

Well ya, if it's no good why should they accept it? I wouldn't. Law doesn't apply here. They have absolutely no obligations to take what every Tom, Dick & Harry throws at them. They can take it into consideration but that's where it ends. Don't expect them to accept it just because you think they should. Doesn't work like that, anywhere. If you got an idea, write it yourself, set up a workshop to develop your idea.

Not sure what you mean ("refuse show ideas"), but a theatre is NOT public, but a private business. As such, they are entitled to set their own terms (as long as they are not illegal).
