yes,
assuming -if you have a bad complexion now-- that you check to see if you are eating something right now that makes your skin look bad. If there is something that you are having a bad reaction to, then simply eating more fruits and veggies will not be enough
and fish and seafoods are contaminated with mercury--AVOID that

The old adage is true, 'you are what you eat' Some great answers already but some more food examples for you and what they will help target.
For super clear skin - Zap those zits by eating Prawns. They're packed with zinc. This helps reduce inflammation that makes pimples red and sore. helps heal them quickly and boosts your immune system to help you prevent getting more.
Dark circles - Grab a Banana. It contains an amino acid called tryptophan which the body converts to serotonin. This acts as a natural sedative, helping you get a good night's sleep.
Crystal clear eyes - Raspberries are great. Full of Vit. C which aids in strengthening the walls of the tiny blood vessels in the eyes.
For super smooth skin - You should have Avocados. They're loaded with Vit. E and monounsaturated fat(that's the good one) which helps keep skin cells in tip-top shape, just what you need for smooth and supple skin.
Facelift? - You probably don't need it, not when you start eating Blueberries which contain powerful antioxidants. This helps combat the effects of free-radicals(they are the enemy and speed up the formation of wrinkles).
If you want more a great book to read is The Pericone Diet. Wouldn't follow everything but you can find out some fascinating things about what happens when you eat certain things.

Eating healthly foods will help but you should drink more water. Water helps dehydration. Our skin gets super dry in winter, the water helps to retain moisture and gives the skin a nice glow. It would also be wise to use a good cleanser and toner each night. Our skin goes through so much each day. Think about how much you walk outside and the air quality. If our hands get dirty just by working so does your face.

Drink lot's of water and green tea. Eat salads but without the dressing, try using only extra-virgin olive oil and balsamic vinegar instead. Carrots and tomatoes are exellent snacks for your skin.
I use lot's of Nutritional supplements like Yeast. It is used in nutritional supplements popular with vegans and the health conscious, where it is often referred to as "nutritional yeast". It is a deactivated yeast, usually Saccharomyces cerevisiae. It is an excellent source of protein and vitamins, especially the B-complex vitamins, whose functions are related to metabolism as well as other minerals and cofactors required for growth.
As well as Grape Seed Extrac (Oligomeric proanthocyanidins) better known as OPCs .
- Proanthocyanidins inhibit the body’s enzymes that break down collagen. All cells connect to one another with strong fibers called collagen. Proanthocyanidins help collagen repair and rebuild correctly which can reverse damage done over the years by injury and free radical attack. The breakdown of collagen is what causes our skin to lose its elasticity which in turn causes wrinkles. Proanthocyanidins help keep skin elastic, smooth and wrinkle-free. Proanthocyanidins are also taken as an oral cosmetic to help in the prevention of wrinkles.
- Proanthocyanidins serve to protect against environmental toxins, such as radiation, pesticides, pollution, heavy metals, etc. The production of free radicals is increased because of today's environment. Tobacco smoke, alcohol, solvents, chemicals and more cause free radicals to form. Since proanthocyanidins eliminate free radicals, they help us fight the toxic effects of our environment.
- Proanthocyanidins act as a natural, internal sunscreen. The Sun's ultraviolet rays destroy up to 50 percent of our skin cells. Proanthocyanidins reduce this amount to approximately 15 percent. Inhibiting the daily effects the Sun's rays have on our skin is our best defense against the aging of our skin.
And Rosa canina (dog rose) The plant is high in certain antioxidants. The fruit is noted for its high vitamin C. so it is good for your skin, you can normally find it in tablets at nutrition stores.
Once a day in the morning is good.

Its a good idea to eat more of both. However, try rubbing the semen from a pot bellied pig on your face once a day. That works for my girlfriend. Of course we live up the road from a pig farmer and she says milking the pigs is the best part..
