Could be due to iron deficiency, I would get your iron levels checked, especially if you are a woman who has started her period. Iron deficiency is a huge problem and a large percentage of women have problems with it.
It could also be problems with your thyroid. People who suffer from hypothyroidism often complain of cold extremities.
Anyway, it is a good idea to talk to your doctor, any one of these things needs to have a blood test to determine what the true cause is.

I agree it's to do woth poor circulation. Perhaps a little moving or light exercise might help. Also take a spoon of honey a day o boost your blood sugar.
If you think it's more serious than that, see this article;(please scroll to the very end) I find this site has reliable info:

Yes sounds like a circulation problem. If you smoke this is not helping the situation at all.
When I gave up smoking I noticed a big difference to the temperature of my extremities!

I have low blood pressure and cold hands. Blood doesn't circulate as vigoursly. Also, if you smoke, that adds to poor circulation. It won't go away with any vitamin or supplement tho.

My boyfriends are like that, maybe you have bad circulation? Try those pads you get, where you press the disc in the middle and they warm up. They are really good. You can get them from Boots.

You should see a doctor - it sounds like it is most likely a problem with circulation.
I have the same things, I have something called raynards (sp) syndrome - which basically means my veins are not big enough! but you may have something slightly differnt - there might be something they can do to help.
