I recently went through the same decision process when I bought a laptop in Korea. In the end I got my interpreter to go on line and search for the best deal from the Korean websites. I did get a very good deal and comparable to any price I would have paid outside Korea. Of course this being Korea, it was no problem to have English Windows installed...probably pirated but I bet 90% of the software in this country is anyway. One drawback is that all the operating instructions come with Korean instructions only (remember, the rest of the world doesn't exist outside Korea - hence the wide variety of different foods available here....NOT). So, get someone to go on line for you, find what you want, and make a deal to have English Windows installed and tell them if they can't supply the computer with English Windows, you won't buy it - and presto - you will have a good priced laptop with English Windows delivered within a day or two! Yongsan Electronics market is a great place to shop for it also - of course you should do all you research on line in English first so you know what you want and then its just a matter of negotiation. You'd be surprised how easy it is to negotiate even if language is a barrier - the vendor will have a giant calculator you can had back and forth until you get to the agreed price.
Good Luck.

Even if you find a place that will deliver to Korea, you'll have to pay a LOT in customs fees. It would probably be cheaper to go to Yongsan and find something in your price-range. Also, if your Korean isn't very good, you'll have to find someone with Windows in English!

Good luck!
