I wish that bars still were smoking. Not just an area, anywhere. Even restaurants you have to walk 20-30 feet from an entrance. My sister-in-law and I were on a patio and still had to leave for a certain distance, and you weren't allowed to take a beverage of any kind with you. So yes, I think bars are conducive to smoking, and people who don't smoke should be aware of this and expect it when going out. When I was a non-smoker I was smart enough to know that when I'd go to a bar to expect to smell like smoke.
I think all these restrictions are getting insane.

A reality that is quickly overcoming businesses that cater to the public is that smoking is a risk that increases insurance premiums, for the premises and for their employees.
The number of non-smokers is increasing and, with time, it seems reasonable to expect that the ratio mentioned in your query will be reversed, and run to even higher numbes.
Currently, smokers do represent a high percentage of customers in bars, more so than in restaurants, and the owners fear losing their businesses if smokers are forced to butt out before entering, as they customers may stay away.
Those fears have been realized in many cities, especially where a neighbouring city or town does not have such bylaws and their customers see this as a drive-there-to-smoke option .
This suits the smoker, but damages the people they formerly said were their friends, namely the bar owners, and may destroy their business.
It is also true that the most common reason people go to bars is
to drink, and this will not change, regardless of smoking being permitted or prohibited.
City/town councils look at this factor, and usually take it into consideration when making the bylaws, for it has been seen virtually everywhere that, once the smoking is stopped, there is an angry response from smokers who choose to demonstrate their annoyance by remaining away from their former choice of bar/restaurant, but it is a temporary state of annoyance, and the smokers WILL return to the same establishments.
The bar owners, not smokers, are the ones who suffer most
throughout all of this, as their investment may not survive until the anger that is misdirected at them subsides.

As a smoker, you should stop complaining and just be glad that you're still allowed to smoke in public wherever you live.

Actually I don't think that smoking in bars should be banned. If you are in a bar, you should be able to smoke, they are bars, not family resturants. I am a nonsmoker too.

I think we should go back to the old days when you asked the bartender for the non-smoking section he'd serve your drinks to you on the floor
