The meaning of technical writing is to help people understand difficult or complex topics.

Tech writing doesn't have to be writing instruction manuals, it can be as simple as writing an email to your group to explain the options as you proceed with your project plan. Or, it can be as complex as writing a 200+ page document that corresponds with a 5 day class on the workings of an energy market.

Tech writing is adding visuals when needed, lists when helpful, and headings when necessary. It's making sense of a complicated situation and helping the reader understand the issues to come to a decision and act.

An automobile will have a thousand parts that you and I do not understand and when something goes wrong it must be mended. So what do you do? Call a plumber?
No you take the machine to a mechanic. The mechanic goes through everything trouble shooting the vehicle. What does he do when he is really, really, stumped? He goes through a lot of technical books until he finds the one that has the answer for him. Usually only he and his peers can understand the language of the book to apply it to the problem he has to fix.
Somebody has to write those books... and it is usually the engineers who designed the automobile.
They are the ones who do the technical writing in the books for the technicians to work through to understand the problems they face.
These books are written for all kinds of trades, they not only inform through manuals, but they educate the tradesman further along in his/her career. These books advance the knowledge of the tradesmen fields.
These are not books you can cozy up to on a rainy day to peruse for pleasure. These are books full of technical jargon that only the tradesmen and their peers would understand.

"Technical writing is written to meet a specific situational need . It has "selective readership. This means that people read it when they want to obtain information about certain topics. For example, one reads a topic on thesis preparation because he needs to prepare one.
