It all comes down to safety first, When a male police officer frisks a female, you do the pat down using the back of your hands in the areas that are considered private.

Yes they can. There are no laws from prohibiting a male officer from touching a female suspect. Normally, agencies have policies that state that they should have a female officer perform the search or pat down when one is reasonably available.

A definately NO. No male person should frisk search a female. This applies to all male police officers and the general public. However they can ask any female to assist to do the search, but in the most discreet manner when possible.

Unless there is an immediate threat to life.

For example, there are evidences showing that the female is hiding a bomb remote control. And a search for the remote control is necessary and immediate.

In such a situation, the female will be regarded as extreme terrorist (no regard of male & female). Otherwise, a male officer should not touch a female other than when it is necessary to effect an an arrest. (Example: holding her at her arm for handcuffing).

In general, a male touches a female when is against her will, will contribute to the offence of Outrage of Modesty (Molesting).
