It could be considered flirting as well as polite. What was the rest of her body language, ultimately that is the key. Simply I always smile at people but it doesn't have a meaning, just means I am being polite. As to dropping keys, she might have done it on purpose or she is a clutz (LOL I drop mine hundred times a day). Sometimes its best to start a conversation after that, to see where it leads you. She may have drop the keys as a invitation for you two to have that.
