This girl i know has a boyfriend that dont treat her good, and i know she likes me. her sis told me all about it so i am not sure if i should ask her out.

This just happened to me...only I'm a girl and I like a guy that had a girlfriend. He and his girlfriend were pretty much on the outs...similar to your issue. I work with him and half the people at work knew I liked him but never told him. I'm sort of new to the area...I've known him for about a month. Even though I knew he was in a relationship...I knew it was downhill, I asked him if he had a drill so he could come over to my place and have him help me hang pictures that required screws. Obviously, that won't work on her...but find something she can "help" you with or find a way to get her to your territory. Once she's there, then you don't have the pressure of other people being around. I had tried to ask him to a movie before and it didn't work...he always played the gf card. Once he was at my place to "help" me, I've been hanging out with him almost everyday...and we've now been to 2 movies together. We even cuddled in front of the tv. Hope this helped.

Ask her out right away, but dont mention or say anything about her boyfriend, it will make you look like you want to use someones name to get on top. Jus approach her and show her how good you are and how good you will treat her. Dont listen to those people saying wait till she ends the relationship, nowadays its hard to find a single person yet many realtionships get going, its mostly either the person is almost out (like that girl) or the person just got in. when they are halfway inot the relationship it may be tricky to pul them out, only original DONS like me can achieve that. So go ahead and take her, there is nothing to wait for and if she starts involving the other guys name jus tell her yuo shloud not be discussing him, its about you and her. tell me if that plan fails and i swear i will cut my little finger

You don't, keep your distance with it comes to being romatic with her during the time she is in a relationship. Until she ends the relationship with her boyfriend, she isn't available to you. Good luck
