I find a ladies room. I want others to see the results, not the process.

This is debatable, but most sources tend to agree that the ladies room is the best place to do touchups. Especially in restaurants, public transportation, your desk, et cetera.
Work is debatable since some people have their own office or at least a cubicle to duck into for cover . At work it looks unprofessional to have your makeup bag spilled onto your desk while you primp on the clock though. However, most people just don't have time to go running to the restroom if their nose feels shiny. Discreet touch ups at your desk should be done when you are by yourself and can steal a quick minute.
Here's what most people agree is acceptable in public (some of this is from the December 2004 issue of Glamour)
-Squeeze on a small dab of hand cream
-A quick gloss/lip balm application
-Finger pat cream blush onto cheekbones
-Sweep powder over nose
-Use only roll on type fragrances to refresh your scent
-Pull hair up/back
-Quickly file a broken nail
Not acceptable:
-Slathering lotion onto every part of your body
-Anything that requires the use of a cosmetic tool, i.e., a blush brush, sponge, mascara, eyeshadow. . . (except powder puffs as stated above)
-Spray perfume or hair spray
-Brushing hair
-Meticulous touch ups of lipstick/lipliner
-Apply nail polish, buff/file, or trim nails
This is not a complete list, but should give you a good idea. Hope it helps..

Anything beyond a quick powdering of a nose and touch up of gloss should take place in the ladies room...
... Do you really want to contort your lips (as you need to to apply lipstick well) in public?
... And what about the bugeyed look when applying mascara?
... And then there's the mystique. Do you want to show one and all your tricks of the trade, as well as disillusion those who thought you were born with a perfect complexion and 1-inch eyelashes?
A well applied makeup job takes one hour and never looks obvious. After all, you want people to notice your eyes, not your eyeshadow. Following the same logic, you really don't want anyone to get a glimpse of the "operating instruments" and their usage.
So, on all fronts - ettiquette, aesthetics, and maintaining mystique - I'd have to recommend retiring discreetly to work your wonders elsewhere.

It depends on what country you are and where you are.
How many people are there next to you and what type of people are there.
Sometimes, if you are walking on the streets of Manhattan N.York. and you want to touch up your lipstick, it is ok.
If you have gone to Ascot Derby, in UK, then definitely not in public.
But if you are in the lobby of an office where you have gone for an interview, then it is not advisable to touch up your makeup.
If you are having dinner in a very exclusive resturant with someone special and your makeup needs a touch up, you Must go to the ladies room.
If you are in a meeting sitting with Board members , you can never do it there or leave to touch up your makeup, until the meeting is over.
It depends on the degree of FORMALITY of the occasion and place.
You have to use your own discretion also.

Though i think you should go to a private place for think, i must admit that i do minimal touch up in public place such as applying my lipstick but if you are going to go all the way, then maybe you need a private place since it is a Little annoying for people to watch you transforming your face.... It's better for us to see the post you(with your makeup on) than the pre you without a mascara or an eye lash curler or makeup...

It is perfectly fine to give yourself a quick application of lipstick at the table, but that's it. Anything else should be done in the ladies room.

A quick touchup is OK in public. Although putting on makeup is part of some women's regular bathroom routine, it's not a true "bathroom" activity, like toothbrushing.

it depends on where you are in public , restraunt lipstick is ok anything else excuse yourself to the ladies room ,, in the car and you are driving NO NO NO !! just in the mall its ok but have a mirror, in church nope ,in he movies lipstick ok anything else what does it matter you're in the dark
