changing frame rate in a digital video camera.?

in which video / DV / HD camera can you change the frame rate to get effetcs like an extreme slow motion like the ones in the pet shop boys video - miracles. in which camera can this effect be achieved?

None of the consumer models. This effect is achieved by recording at (super) high speed and playing back at just 24 frames per second. Consumer grade cameras can only record up to 30 frames per second, so there's not much to work with.
Professional 35mm film cameras can record up to 360 fps, and specialized digital gear can record up to an insane 10.000 frames per second!
