Talk to someone who was in the military who had the same problem, they have whole clinics devoted to the subject.

IPL or laser hair removal both work. They need to be repeated several times because they only affect hair follicles while in their active phase. This is probably the best method to use. Until then, be sure to shave "with the grain" not against.

Dude it my sound strange by Mary Kay has a Moisturizer Cream that i suggested my husband to shave with instead of shaving cream and it stops the bumps and gives moisture at the same time. Give me a more detailed email at creativelydivine@marykay.com

The only thing that has worked pretty *decently* (grading scale b+) for me is a regimen of cleaning with Noxema, conditioning my skin with this product called KITI-KITI (means "to cure") and the ANDIS T-OUTLINER clippers...thats all that has worked for me...i've tried plenty things (since 14, and i'm 21 now) and nothing has worked like what i've mentioned...so give it a try :)
oh...and before shaving, lift the hairs and open your pores by applying a HOT HOT HOT towel to the face
