For sure. I am having a junior bridesmaid. She is 11. She is too old to be a flower girl and to you to be a bridesmaid.
A junior brides maid tends to wear a different dress than the other bridesmaids (same colour scheme or theme) and they don't have to be partners with a man. So you can have for eg. 3 bridesmaid, 3 grooms men, a flower girl and a Junior bridesmaid.
If you think she is too young (I don't think she) you might ask her if she would rather this role. Still same responsibilities as a bridesmaid just younger.

I was a bridesmaid at age 19 and also at age 21. There is no age limit

my 10 year old niece is my junior bridesmaid. but, I don't think there is anything wrong with having your sis as a bridesmaid. After all, she is your sister, and she needs to feel included.

It's your wedding, of course if you want her she can be in your wedding party. She would be considered a junior bridesmaid but that is fine.
