Sorry, all of you are wrong. The Capitol Police Chief reports to the "Sgt at Arms". The Sgt at Arms is higher than the Capitol
Chief of Police. Also, some of you are confusing Capitol Police and (MPD) Metropolitan Police Dept or DC Police. DC Police primary jurisdiction is enforcement and patrol of the entire city while US Capitol police primary patrol duties is in and around the grounds of the US Capitol. I know this because I have been a DC Police Officer for 9 years. :)

The Chief of the Capitol Police reports to the Mayor of Washington, DC. Many people make the mistake of forgetting that Wash. DC is a Municipality and not a Gov't Agency.
