Your responsibility as a parent is to have a child who is fit for our society - hard working, honest and an asset. To have instilled in your child that it is never acceptable to be anti-social. To support the community in every way ie not to do drugs, violence, drinking, crime etc etc.
On a personal level, with this goal in mind, you have to produce a child with the self confidence and ambition to achieve this. A child has to know love to give love, so it is very important that that child is brought up in a loving home. As a parent, you must do all in your power to provide a stable, emotionally as well as financially, background so that your child can thrive.
Your child will hopefully grow up to be sensitive to the needs of others, be kind and considerate and be a blessing in your old age!
Parenting means a lot of self discipline, a lot of teaching, a lot of loving, patience and kindness. And if necessary, discipline.

Many many things, everyone else's answers all include some of what I would say, but you should elaborate, if this question is to be a come-back for an unruly teen, then in actuality, (my sister is an attorney for children's rights), housing, nutrition, clothing, the education was made a responsibility of the government many years ago to dispel the children of being chattel, and its called FAPE (Free And Public Education Act).

A parent is responsible for: Feeding, clothing, housing and educating. They must: Instill morals, set good examples, keep promises, never tell lies, be dependable, reliable, trustworthy, honorable, courageous, wise and all-knowing.

A parent must love, cuddle, kiss, hug, laugh with, cry with, and sympathise with their child without dropping to the child's level; for that will cause confusion as to who is in charge.

A parent must teach a child how to laugh at his own mistakes while teaching him not to laugh at others when they mess up. A parent must always keep his word, for doing otherwise will earn his child's mistrust; and mistrust leads to lack of respect. Without respect there is no hope of leadership, and it is up to the parent to lead the child into adulthood with his sense of humor, his sense of self, his sense of value and his moral sense intact.

A parent teaches by example. If he doesn't want his child to lie then he won't lie to, or in front of, the child. If he doesn't want the child to steal he must not steal himself - even if it's only hijacking cable from the neighbors, or swiping a free sample from someone else's mailbox. A parent should not beat a child for that only teaches the child to fear him - NOT to respect, and certainly not to trust! If a parent does not want a child to smoke, do drugs or drink then the parent must not do those things either.

A parent is a role model for his child. Whatever he wants his child to be as an adult is what the parent should be himself.

love them, hug them , teach them, provide a positive roll model, give them security, consistency, discipline, wings when it's time, protect them, listen to them, hear them, keep them safe, give them confidence, trust, assurance, hope, don't live for them or thru them but with them, let them stumble and fall yet be there to help them up, LOVE< LOVE< LOVE them, learn from them, and try to get it right but admit when you are wrong, keep learning new ways to become a better parent, listen, listen, be fair, do NOT hit, have your own life to teach them self worth, well i guess the list could go on
