If you know where the dog lives, approach the owners - nicely!!! If they don't do anything about the problem, report the problem to your local council or police. If you don't know the owners or are too afraid to approach the owners due to conflict it may cause, you could try writing a letter advising them of your intentions to notify the authorities and let them deal with the problem. Doing it this way keeps the peace and they will never know who made the complaint (but you will probably need to tell the authorities that you want to remain anonymous.

Call the police department. Because it's a loud noise that is disturbing other people, the city's noise ordinance should take care of that kind of thing, and the police will be able to knock on the door and tell them to please put their dog up where it won't be barking. If you live in a really big city, you may have animal control working all the time and can simply call them. If you know your neighbor well enough, you may just go over and ask them if they could somehow keep their dog a little more quiet at night.

First, if you know who owns the dog, talk to them politely about
the problem. See if you can find out why the dog is so noisy.
Is it being left outside all alone? Are there a lot of wild animals
in the area that the dog is after? Can the neighbor find a way to
stop the dog from barking, like a bark collar or obedience training?
If that approach doesn't work, make a nuisance repart with the
local police and animal control. They will try talking to the dog's
owner , but if they don't listen to them, and you keep calling to
complain, they can be fined and possibly lose their dog.
Meanwhile, try out different ear plugs, or white noise machines
to get some relief from the noise.

Tell your neighbors that your are a voulentere Human Organ Delivery Driver, and that you work the night shift...tell them that you like dogs, but if that one barks one more time your going to have him removed within hours because the local authorities think your a saint.
If the dog barks, sneak over with a steak and lead him back to your place. In the morning bring him over to your nephews for a few days...and tell the kids to be nice to the doggy for a while because your watching him for you friend...
When the neighbore asks tell him you know nothing about his dog...in a few days bring him back...and tell him to not let it happen again. Next time your gonna throw the mut in the clink
You might have to buy your nephews a puppy after this

Either the owners are deaf or haven't put themselves in your shoes. I would just call the police and let the owners assume it could be anyone in the neighborhood who complained. Besides, dog's don't bark unless they need attention of some sort.

Ask the dog to be quiet. If that doesn't work, knock on the owners door and explain the situation to them (this probably won't work because they are oblivious).
At this point the obvious thing to do is call animal control, BUT, the owners will now know who called them. So...
Ask the dog to be quiet. If that doesn't work, forget about the other stuff, buy a BB gun and put a pellet in the dogs butt. You won't hurt him but you will get his attention. It may take a few shots tho, so buy plenty of ammo.

Ugh, how irritating that must be. Contact the police. The neighbors may be in violation of city ordinance, and if so, the cops will go to their home and have a little chat. Get some ear plugs in the meantime! Good luck...

Call animal control. I did it once & it worked out pretty well.
The SOB that owned the dog wasn't happy, but I didn't hear from his dog after that so I was OK.
