Romans is basically saying that according to the doctrine of Christ that it does not matter whether you are Jewish or not... you can get to heaven by faith which is a spiritual circumcision of your heart or conscious and not your physical flesh...
Galatians is basically the same, but with a twist... It is saying that the "real" children of Abraham would be people who share his faith and not his lineage.... that faithful people are those who God considers important
However, many have used this to imply many false teachings about the nature of the Church and its relationship to Israel in both the literal and figurative sense.... However, if you continue to read this would prove to be a fallacy... Note in Romans 3:1 that the Jews are ascribed to have been given the oracles of God... This verse indicates the differences of the other Roman verses you mentioned...

Romans 2:28-29 discusses circumcision of the heart, not of the body. Galatians 3:9-29 discusses faith and being children of Abraham through faith.
Paul is describing the New Convent built upon the Rock of Jesus Christ. Anyone in the world who choses to believe in Him will become circumcised of their heart and be grafted into the genealogical tree of the Jewish people (God's Chosen).
The point is simple, God is interested in our hearts, in our thoughts and feelings inside, not outward displays of faith.

Romans 2:28-29:
28A man is not a Jew if he is only one outwardly, nor is circumcision merely outward and physical. 29No, a man is a Jew if he is one inwardly; and circumcision is circumcision of the heart, by the Spirit, not by the written code. Such a man's praise is not from men, but from God.
Either circumcised or not all men should prasie God all gifts come from Him
Galatians 3:9:
9So those who have faith are blessed along with Abraham, the man of faith. by believing thus having faith, God will bless us because of our faith.
Galatians 3:29:
29If you belong to Christ, then you are Abraham's seed, and heirs according to the promise, the promise is the eternal life and we all are descendants of Abraham
