Tubelight glows due to the action of discharge of electricity through gases. It requires a kick off voltage which is generated by the combined action of choke and starter. In electrical terms Choke being an RL ckt and Starter being a C. Can a 200W bulb provide this RL circuit ?

If you analysis is right, no. There is no L in a normal electric light.
