Some friends and I used to live across from a grocery store where high school kids would blast their stereos.

We built a little electrical noise transmitter, about 40-50 watts, that was tuned to the frequency of a CD player clock. We'd crank that up and manage to stop their CD players. They'd get frustrated after a few times and leave.

Below this level you're not likely to attract any FCC violations, and everyone in theneighborhood will thank you. Technically, this may be illegal but so is making too much noise!

Try layers at the windows where the music is coming from? Like Velevet curtains. They are noise deafening. Then call 911 to report a noise crime! J/K good luck!

there are three tactics:

prevent noise from being generated

prevent noise from getting into the house

and disguise the noise with something more pleasant.

so complain to city government, put heavy drapes in, keep windows and doors closed tight and install a very loud waterfall indoors.

Then move.

Call your local town hall, they may give you information. You could also attend a Town Hall Meeting and bring the matters into discussions. If it is bothering you, you may not be the only one. You may be able to get something going (like a petition), maybe for your town to start a local law about load music.
