i have pretty decent abs right now, but how can i get that V shape look on my lower abs, you know how it sticks out near both hips that gives a V shape?...Also is it better to lift dumbells with more weights or less weights to get bigger & toned biceps?

Get that great V shape by doing Push Ups, Pull Ups and any lateral excercises.

If you want to tone your arms up I recommend lighter weights but if you want to build up your muscles use heavier weights

Leg raises really work the lower abs. Hang from a bar and raise your feet as high as you can, slowly, and then lower them back down counting to 10. This is a very intense exercise and do not be alarmed if you can only do a few to start with. The intensity is what makes it effect. As you progress you can add weight on your feet to increase resistance. For biceps, bigger means heavier, but do not sacrifice form. A good, complete range of motion is best for size and shape. Do not cheat. Also finish each biceps session with a weight that allows 12 to 15 reps. This will flood the muscle with blood and help in making it bigger.

For the V-shape, do "Scissor exercises" with your legs and to get bigger AND toned biceps, try a combo of both low-rep, heavy weights and high-rep, low weights. I know that was pretty vague but it's the way to go, man.

Actually leg raises do not work the lower abs contrary to popular belief. The primary muscle used in hip flexion is actually the Iliopsoas, one of many hip flexors. The Iliopsoas, indeed, does happen to originate deep below the lower portion of the Rectus Abdominis.
