I find it SICK, 100% SICK that you'd allow your cat who has loved you selflessly for 13 years to suffer in agony because you're too cheap to give her proper vet care.
What goes around comes around. When you get sick maybe no one will help you. You've just earn a whole lot of BAD karma.
UPDATE: Nothing I said was stupid. You are a bad pet owner. Don't have one if you can't afford it.

Well I know that issue of having no money. Some Vet clinics do have 'funds' available to assist you. Worse comes to worse take the animal to the shelter and maybe the vets there can assist. But you cat MUST go to the vet. Sounds very sick and like your cat does have some dread disease. If nothing else I would call some vets to find out what to do immediately! Good luck and I am sorry for your cat's condition.

You need to appeal to a vet that will let you pay when you can, or see your cat for free. You could bring her to your local humane society. If nothing else, call a local cat rescue agency. The Humane Society can give you leads. Part of cat ownership is being there for them when they need medical help. Find a way fast! That sound really serious, and like torturous for the cat!
Update Response:
Glad it's not as bad as it sounded at first! It still sound like she has some discomfort going on. And I do know how not having money can be. I still think if you contact professionals who care about animals also, you will find someone with a big enough heart to help. You just have to hit the right person, on the right day. Good Luck!

First of all, folks, lets play nice. We are all here looking for help.
Do take kitty to the vet for an exam. If you care for her, shave expenses somewhere ( I know how hard it is, i am still paying off a debacle with a stray cat on my credit card -$969.00, needless to say, he lives with us now!)
If you have given her some hairball meds, this might be something that needs attention.
*however* some cats open their mouths halfway and sit with a silly look on their faces when they are smelling something.... it is true. You can look this part up: Why Does Your Cat Sometimes Open its Mouth to Smell?
Flehmening occurs when your catsmells something and then opens its mouth slightly, wrinkles his nose, and curls back his upper lip. The ears also become flattened in some cats. This apparent grimace is also called the 'flehmen reaction' (sometimes also known as 'flehming'). The cat draws in air, capturing the scent, and transferring it to a small specialized sac called the 'vomeronasal organ' or 'Jacobson's organ.' This organ is located high up in the roof of the mouth, and has a large blood supply. It traps the odor molecules and sends signals to the brain regarding the scent.
It is easy to see flehmening as a reaction against a bad odor when it is actually just the opposite. When a cat sniffs a sharp smelling chemical, such as those in some household cleaners, heavily spiced foods or citrus scents, it turns away or draws back quickly to get away from the odor. The Flehmen response is just the opposite. The cat wants additional information from the odor.
Flehmening can occur with a number of scents, but most frequently occurs when the cat smells urine. Many male cats will exhibit this behavior when they smell the genitals or urine of a female cat in heat.
If you want to have some fun with your cat's sense of smell, take some small bits of different things, such as a bit of chicken, a cotton ball with some flowery perfume, a fragrant flower and, to make things interesting, a piece of smelly cheese -- such as aged blue cheese. Place each different scent under a piece of paper towel (so your catcannot see the item) and encourage your cat to investigate. Watch him sniff. Did you see him flehmening? What piqued his interest the most?

My dear, cats have a instinctual way of hiding their ills and pains, a survival tactic from the wild. You may not know that your beloved pet is actually not as healthy as you think because she has artfully disguised her infirmity. If you don't have the money to take her to the vet for diagnosis and treatment then perhaps take her to the humane society. You love her and she is in pain. Ask yourself if you were her what would you want your owner to do? We all come to this decision about our beloved pets at some time in our lives.
Take a step to trust that a vet will help with a payment schedule should you decide to take her there. Beleive me, it can be done. Don't give up.

I'll apologize for all of the aholes who answered rudely. Some people have to have some power in their lives and this may be their only pathetic way of getting it. Almost all vets not involved in huge practices make payment arrangement. It could be a variety of ailments, maybe she fell and did something to her jaw bone since her depth perception is probably off somewhat from the blindness. I would definitely call a rescue, shelter or small vet and explain your financial situation and try to work with them. I hate to see any person or animal in pain. Good Luck and forget the jerks, they need to get their own life.

Your cat needs to go to a vet ASAP and you MUST find a way to pay for it.
I agree with the other poster - you owe it to your cat as she is obviously suffering and it is your responsibility to take care of her. I mean tomorrow morning at the very latest!!!!!!!!!!!!!
