I'm very slim and slender all over, except my thighs. My thighs are...flabby, which is probably the best word to describe them.

Stairmaster works the inner thigh pretty well. Sounds like your body stores fat for you there. Everyone's body is different, but maybe a little more cardio would work. If your between 20-30 your heart rate should be up around 140-150 to actually get to the fat burning stage. Try that for 30 minutes a day for a few weeks. See what happens.

Wide squats work the inner thighs very well - stand with feet wider than shoulder width and toes pointed to the corners of the room. Lower into a squat and raise back up.

Back/reverse lunges are also great - stand with your feet a little wider than shoulder width. Step back and lower into the lunge position. Bring your back leg up to your chest, lifting your knee. Lower back down into the lunge.

A good toning exercise is to lie on one side with your head propped up on your hand. Bend your top leg and lie it in front of your bottom leg (keep your body in a straight line). Lift your bottom leg up and then back down. Do about 12 reps and then switch to the other side. Do three sets of these.

inner thighs need to push something together between your legs, like a ball or purchase tools made just for a such an exercise . Susan Sommers sells things like that on the internet

Squats work wonders. I do them around my apartment when walking from one room to the next, taking turns with each leg extended. By the time I walk back and forth through the apt, my legs are burning. It is a great exercise.

SUPER FLAB REMOVER MEISTER!
Just joking...
Ever try just walking every day? Find a way to walk wherever instead of driving, etc?
Is there no heated swimming pool near you?
An unheated one?
...Just joking...
Get a St. Bernard, tie him to your waist, get a 20 foot stick and a steak and wave it in front of him. By the time you get home...
You'll want to eat that steak...
